What is Direct Vision Standard (DVS)?

Direct Vision Standard (DVS) is part of the Mayor of London’s Vision Zero plan to eliminate all deaths and serious injuries on London’s roads by 2041. It measures how well HGV drivers can see directly through the cab window and vehicles are given a zero-to-five-star rating from the manufacturer based on the view which indicates the level of risk to vulnerable road users (VRUs) including pedestrians, cyclists, and motorcyclists.

Why is DVS important?

The star rating measures the driver’s direct field of view to ensure a minimum standard of vehicle safety. It aims to improve indirect vision of Vulnerable Road Users (VRUs) and to prevent close proximity blind spot collisions, specifically,

  • left turn collisions.
  • collisions at the frontal blind spot zone when a vehicle moves off from rest.

What's the current DVS requirements and why are they changing?

Currently, HGV’s need to be fitted with a Safe System with a minimum one-star DVS rating in order to operate in London. Since DVS was introduced in 2021, data suggests that fatal collisions where poor vision is a contributing factor have fallen by 75 per cent. However, there were still 46 vulnerable road users involved in a non-fatal collision between March 2021 and March 2022. So, DVS 2024 goes further to achieve the Vision Zero goal.

What are the new Direct Vision Standard requirements?

TfL have now released an enhancement to the current DVS ‘Safe System’ with the introduction of the ‘Progressive Safe System’ (PSS). One of the key changes is the minimum star rating requirement, which will increase from one to three stars. From the 28th of October 2024, HGVs operating in London will be required  to have a 3-star DVS rating or be fitted with a Progressive Safe System (sometimes called a DVS Kit). This means that any vehicles that do not meet the minimum requirements will now need to be supplied with extra safety equipment in order to obtain a permit. 

When will the new DVS requirements be introduced?

This new PSS will come into force on October the 28th, 2024, and will apply to all vehicles that have a two-star rating or lower (around 165,000 vehicles, which is 90% of the existing fleet operating in London). If your vehicle meets the relevant minimum DVS star rating, you will be able to apply for a permit without taking further action to fit additional safety measures. If your vehicle does not meet the relevant minimum DVS star rating, or is not rated, you will need to make your vehicle safer by fitting the PSS by 28 October 2024 before receiving a permit.

What is a Progressive Safe System/DVS Kit?

An HGV Safe System eliminates blind spots and cleverly detects VRUs by providing drivers with audible & visual warnings of pedestrians or cyclists on the road. Cubo offers Progressive Safe Systems for fleet operators of both rigid and articulated vehicles.

The HGV Permit Scheme

It’s free to apply for an HGV safety permit. Operators of lorries over 12 tonnes gross vehicle weight must obtain a valid safety permit before entering and operating in most of Greater London. The scheme operates 24 hours a day, 7 days a week and failure to comply will result in a Penalty Charge Notice (PCN) of £550, (£275 if paid within 14 days) or £825 outside of the 28 day payment period. Permits granted following October 2024 will be valid for 10 years.

Am I already compliant with Transport for London's Direct Vision Standard?

If your vehicle is rated three to five stars, you can simply apply for your permit via tfl.gov.uk/direct-vision-permitTo check the DVS star rating of your HGV click here to access Transport for London DVS Star Rating Checker.  Alternatively, fleet operators can contact their vehicle manufacturer to find out what their DVS star rating is. If your rating is below three stars you need to fit a Progressive Safe System like City Smart Pro.

The in-cab monitor will also automatically change to the triggered front blind spot feed with a red rectangle displayed around the obstacle alerting the driver to the detected hazard.

The City Smart Pro system will begin loading and after approx. 15 seconds the external speaker will say “Caution” confirming the system is online and the external speaker is functioning.

 

The in-cab monitor will display any messages for the driver, and if there are none then it will just display the startup logo.
