Cubo’s City Smart Pro, our advanced Progressive Safe System (PSS) designed for Direct Vision Standard (DVS) compliance, has been independently inspected and approved by The Association of Vehicle Installers (AVI). We’re proud to confirm that it meets all DVS specifications and fully complies with Transport for London’s rigorous regulations.
Several of our valued customers, including FreshLinc, Abbey Logistics, and Essex Bulk Services, have already implemented City Smart Pro and are successfully receiving their DVS permits.
Independent Verification:
On 17th July 2024, Jason McComb, CEO of The Association of Vehicle Installers (AVI), conducted a thorough PSS product inspection of an HGV equipped with Cubo’s City Smart Pro. Rigorous testing confirmed compliance with DVS requirements, including:
- Camera Monitoring System
- Audible Warning
- Blind Spot Information System
- Moving Off Information System
- Warning Sticker

The DVS requirements are changing:
From 28 October 2024, HGVs over 12 tonnes will need to hold at least a three star rating, or fit the Progressive Safe System to operate in Greater London. If you hold a safety permit for a zero, one or two star rated vehicle granted before 24 June 2024, it will expire at 23:59 on 27 October 2024. Your zero, one or two star rated vehicle must have the Progressive Safe System fitted to receive a new permit.
Whether or not the operator considers the vehicle to meet the standards, all lorries over 12 tonnes gross vehicle weight (GVW) entering or operating in Greater London need to hold a valid HGV safety permit before using the area to avoid receiving a PCN.
The HGV Safety Permit Scheme covers most of Greater London and is in operation 24 hours a day, every day of the year.
Grace Period:
If you need more time to install the required Progressive Safe System, you can apply for a grace period for specific vehicles. If approved, this will grant you additional time to complete the installation and obtain an HGV safety permit.
The grace period will run for six months from 28 October 2024 to 4 May 2025, ending at 23:59
Receiving the grace period is not automatic. If you wish to apply for it you will need to:
- Make an application for the specific vehicle you wish to receive the grace period for.
- Provide evidence that you have installation works arranged to fit the Progressive Safe System but that this is scheduled for after 28 October 2024 (and by 4 May 2025 at 23:59)
Acceptable forms of evidence can include written confirmation, appointment bookings or other correspondence to the effect that you have arranged fitting works,or have purchased equipment that can only arrive after 28 October 2024.
You can apply for the grace period by logging in to your London Road User Charging account and following the instructions on the DVS enquiry form. You will need to apply separately for each vehicle that you wish to receive a grace period for.
